What is your opinion: does this violate the Constitutional limit on establishment of religion?

I don't see whats the big fuss. Its not unusual to see ten commandments or some cross or something in state buildings. Separation of Church is never enforced strictly all black and white. So I mean whats new? Chrisitan values clashed with secular values before in the US. Why shouldn't Muslim thing? Foot bath is hardly an issue when we have seen number of these Chrisitian, evolution vs creation court cases through out the US history. I'm sure that foot bath isn't gona change our children's cl curiculums.
