Is it morally wrong to turn your stepmother in for a house that is so filthy and piled it needs condemned?

My dad married this woman 3 yrs ago and her house burnt years ago but she keeps EVERTHING and they have a path through the house to each room and mice eating their clothes and roaches. My dad is always sick but doesn't see why. They don't have company because there is nowhere to sit even their tub is full of trash
