What is actvists POV on 7 & 8 year old childern locked in closet by smugglers no food , no water for 3 days?

I feel it is a terrible ordeal but as I understand it Houston Police are not allowed to arrest illegals and must contact the feds to make the arrests due to complaints of 287 that arresting illegals is the feds job not the police. I am not sure what the outcome will be ?
