What happen if you got pulled over and had modify stuff like turbo on a integra.?

I just got pulled over by a damn pig today. He said my exhaust attracted him, but it wasnt loud. He said he had nothing to do so he pulled me over. He then tells me to pop my hood. He saw my turbo and said (Wow a racer.) He then gave me a ticket and told me I have to go to state ref in fresno ca. After that told me that I have to take my car like that to go and smog it. He also took picture of my car so i can not change it back to stock. Can they really do that.
