Is this enough filtration? (cloudy water)?

i have a 220 gallon tank and my water is never clear i change all my filter pads regularly i have 2 emperor 400's a magnum H.O.T. and a magnum 350. just wondering if that is enough filtration, and my my water is not clear. i dont over feed only once per day now.
